this problem has occured since kde app 16.08

in kaddressbook stand alone:

- menu bar is
file
modify
view
action
tools
settings
help

- menu "action" is:
send vcard
send an email

- menu "tools" is:
search duplicate contacts
merge contacts
check gravatar

in kaddreesbook in kontact

- menu bar is (order is different):
file
modify
tools            *
action           *
view             *
settings
help

- menu "action" is:
modify a contact

- menu tools is :
anti-virus-wizard
anti-spam-wizard

patch under review at https://phabricator.kde.org/D7577

I do not see the submenu differences in Actions and Tools, however.
but I'm running master. so at least we know the submenus will be fixed at some point already.

should be fixed in the next release with commit 6b5dcb67496d060f951c4c11491f5a44f63082a2
