A new Neon installation(9 days) on a Dell Inspiron 7567 Gaming only uses power settings from the "low power" tab of the power manager. The battery has been detected(it shows charge %, health information and even the serial number) but the system doesn't act upon this information.

Steps to reproduce:
1. Charge the battery above what you set as the "low power" threshold in System Settings > Power Management > Advanced Settings.
   Note: I did not change this setting from 5% for critical level and 10% for low power
2. Set different "Dim screen" times in the "On battery" and "On low battery" tabs of Power Management in the System Settings Module.
3. Stop touching the screen and look at a clock until the screen dims.

Actual results
The time set for low power is used regardless of the charge

Expected Results
"On battery" time is used

Platform information
KDE Neon, installed as 20170808, updated on the 15th of August by 'sudo apt update' and installing the update in Discover

Additional Information
I've not changed ACPI settings from the default(Intel RAID if memory serves) to pure ACPI in the BIOS.
