Projects
If you do not have a project open (no file open belonging to a project) the tool-view is hidden. Is that your issue?

Created attachment 107206 [details] Projects I played around with my plugins, moved them from one side to another, enabled some, disabled them and now is the projects button gone away, see the attachment.
