Black / blank screen is shown with a white mouse cursor, if USB-C is plugged in and computer waking up from suspend.

If USB-C is temporarily unplugged afterwards, Plasma will show lock screen correctly and USB-C can be replugged immediately.

Does this happen when you're not running plasma and you suspend from a VT?

This seems to be resolved with the latest kernel, where the slowdown is just few seconds (e.g. 2-3) instead of 15-20 seconds.
