Whenever I try to play a video by using the play on the media player it only plays a single frame. The only way for it to play the video is to scroll to a different point in the timeline.

confirmed, the issue is present on 17.04.3 17.12 18.04 (Windows 64 version)

i think this is a very good program, and i used it in linux. This year i am on windows and the beta 18.04 is unusable sadly because it can't do basic things (at least here) , i am worried about how windows users are gonna be interested in this software with these kind of issues. 
on my desktop win 10 intel7 16GB Ram, i can edit but the play is not working and makes editing much more tedious. 
I also use other editors (paid of course)and the behavior is much nicer but i know kdenlive since 2014 in linux and this is frustrating to me. 

my gmail is mirandagraphic@gmail.com is somebody want to ask about performance in windows. Thst is the reason i give 20 points to see if this get noticed.

I'm still seeing this bug in version 18.08.1 (running on Windows 10)

Problem is known for all Kdenlive Windows versions. Root cause not found so far. Work around: hit space and the arrow key right.
If Kdenlive seems blocked as you descript hit CTR+Space. Now the play heat starts from beginning and you can click with the mouse into the timeline to play from there.
Or you change in the settings: Hit CTRL+SHIFT+, -> Environment -> Process treads -> 2 or higher. This solves the bug but this block other functions and the playback gets stuttered.
