Example of the button (or something similar) from Kickoff settings that would be nice in Window List settings

BEHAVIOR
Currently, when placing the Windows List widget on the desktop or in a panel, you can't change the icon.

DESIRED BEHAVIOR
It would be nice if the settings had a button similar to Kickoff's settings (see attached screenshot) where the user could easily choose the icon for the Window List Widget in the panel.

I doubt it hard-codes the icon. There probably is some desktop or metadata file where you can change it. Offering a UI is overkill for this. We did it for Kickoff because people want to add or revert OS/distribution branding.

Agreed. We would rather need a generic solution (like the keyboard shortcut setting) that works for all applets, not saying that we should. For application launchers it's indeed intended for branding purposes.

If you really want to change the icon, you can do the following:
1.) Copy the /usr/share/plasma/plasmoids/org.kde.plasma.windowlist folder to ~/.local/share/plasma/plasmoids
2.) Change the icon in ~/.local/share/plasma/plasmoids/org.kde.plasma.windowlist/contents/ui/main.qml
