The new php-import is based on kdevplatform and kdevelop-pg-qt for which binary packages are required.

kdevelop5-pg-qt has been created at https://build.opensuse.org/package/show/home:rhabacker:branches:windows:mingw:win32:KF5Apps/mingw32-kdevelop5-pg-qt.
