Did this just recently start happening? If so, that sounds like a user or package configuration issue; check System Settings > Startup and Shutdown > Autostart. Especially if it's been happening since day 1, it's more likely a downstream distro configuration issue. Please report this to the Linux Mint folks. I wasn't able to find a KDE-specific repo to report bugs on, and at http://blog.linuxmint.com/?p=3282, they ask people to report bugs in the comments to that blog post. So you can report it there.
