note the Konsole windows snapped to side and lower corners overlap the Plasma panel

I'm running later KDE packages on Fedora 25 KDE spin.

I have an external monitor above my laptop screen. I configure Displays to make the external monitor my primary display, so the Plasma panel appears on it. All good, but when I drag a window to the external monitor's side edges or lower corners, the window snaps to the bottom of the external display, leaving the bottom of the window obscured by the Plasma panel. (See attached screenshot.)

If the Plasma panel is on the bottom display, a snapped window on that display does not overlap the Plasma panel (good).

Expected behavior: no matter where the display with the Plasma panel is placed, snapped windows should never overlap the Plasma panel.

Workaround: from the badly-snapped window's menu choose More Actions > Resize and drag its bottom edge to snap to the top of the Plasma panel.

If it matters, I'm using Intel i5-6300U CPU with its integrated graphics.

This had been happening for a week or so before I decided to file a bug, but after I repositioned my external monitor to bottom and then back to top in Displays, the problem went away. I've now rebooted and I can't reproduce. ?!?
