When ever I try to draw with my tablet or with a mouse it is extremely lags a lot and does not draw or connect with my mouse until at lease a minute latter.

If it takes a minute to update the canvas, the problem is most likely the intel display driver. Please check whether disabling opengl makes a difference (settings/configure krita/display). If so, please tell us the exact version of your display driver, windows, and the brand and model of your computer.
