There used to be a 'New..' button when selecting which album to export photos to Google Picasaweb / Photos.  Where is it?

As it is I can only upload to existing Google Photo albums. The only way to create a New album on Google Photos (on the web) is select existing uploaded photos and create a new album.  I don't think I can even create a new empty album for Digikam to upload to.
