Try this:
1. Open Dolphin with a single tab (let's call it T1) and split the view in two (T1V1 and T1V2). Create a second tab (T2).
2. Select T1 and make T1V1 active. Select T2.

3. Select T1 again and notice that T1V2 is now active(!). Select T2.
4. Select T1 again and notice that T1V1 is now active(!). Select T2.
5. Goto 3.

This behaviour is very unpractical and I don't think it makes sense.

The view properties should now be correctly remembered with Dolphin 18.04 -> closing. Please reopen this report if this is still not the case for you. Thanks!
