sudo apt update and discover stuck at kde neon/user ppa. Happened in 5.9.4 as well. Always stuck at 1 kb short of full archive download. (171/172kb)

Sorry, this might just have been my schools network restricting it. It works perfectly fine at home, but at school it is stuck!
