From time to time the encoding of the paths to access points in Kdialog breaks.
For example, the path was "/home/user/Загрузки", then it is "/home/user/????????" (all cyrillic and maybe other non-latin symbols are changed to question marks).
Hoewever, it affects only KDialogs called from application working via Qt4 (Libreoffice with kde4 VCL backend, WPS Office, Chromium) and is NOT present with Qt5 applications (Virtualbox, Deepin Screnshoter, etc.). 
Currently I am using KDE Plasma 5.9.3 and I remeber this problem since I started using KDE 5 (somewhere whrom 5.3). Simple manual changing or rewriting of the path (click by a right mouse button on an access point and choose 'Edit') solves the problem untill next breaking.

Thanks for the report, Mikhail. Are you able to please test with current kdialog with Qt5, etc?

I have never met this with Qt5
