building baloo-widget source package in KDE neon doesn't include any .po files, but the KDE Applications release does have them

repo-metadata puts baloo-widgets in kde/kdelibs/baloo-widgets while the translations are in applications/baloowidgets5.po

As I understand it that was fixed in the metadata
