Discover will not install externally downloaded rpm packages, you click install and it will flicker for one frame and that's it.

I've had reports of it working as well, it would be interesting to know some information so that we can pinpoint the issue you are facing.

Can you run it on the console and see if there's an error being prompted?

Something useful would also be to run pkmon on a console, do the whole process and provide the pkmon output.
