When I press the "Get new snippets" button, the Kate Add-on Installer window appear empty and a message line say in the bottom "Loading of providers from file "http://download.kde.org/ocs/providers.xml" failed. My internet connection is working fine and I can reach this URL manually, then I think the problem (which repeat everytime I try to press the "Get new snippets" button) comes from Kate or from some background Windows feature when Kate is working... I am new in Windows, then if you need more details you can join me by mail and I will try to help as i can. (BTW, thanks to have ported Kate toward Windoze... my main Linux computer is dead, then I must suffer and use the gaming Windoze computer for the moment and it would be harder without my few Linux tools installed on -Kate, Gimp and DigiKam-)...

The reason for the regression is the move from download.kde.org to store.kde.org. The snippets plugin has to be adjusted accordingly.

Actually that works again for me, without any changes to the code with current release Kate.
Guess it was some intermediate issue.
