Does this only happen with the KScreen KCM, or also in Systemsettings, or with other apps?

Is your panel set up to "Windows go below"?

opening System Settings --> then "Display and Monitor"
The problem is solved with an scrollbar
And the Window Title is "Displays - System Settings"

BUT clicking in Start Menu --> then write "Displays"
There is no scroll bar for the application
The windows is too long for my laptop screen
           ( I have 1366x768 , the maximum resolution available)
And the Window Title is "Displays - System Settings Module"

Thanks for check

This is a known problem in kcmshell, which should put the kscreen module into a scrollview. See the referenced bug.
