There are two different places for libqapt:

Component under muon - https://bugs.kde.org/buglist.cgi?product=muon&component=libqapt&resolution=---

Its own product (with just a general component)- https://bugs.kde.org/describecomponents.cgi?product=libqapt

What's the problem?

One's inactive legacy nonesense you can't actually file bugs against, the other is not.
