For no obvious reason, sometimes the network management widget will display a blank state even though I'm in the same usual environment. 

Soft disabling and enabling of radio seems to launch a new scan but ends up in the same result. 
Hard disabling and enabling of radio sometimes ends up with a flash of the available networks then a blank display, sometimes it ends with the actual list of available networks missing only the target network.

A workaround I found was going to the network configuration panel and use the connect button to connect to the target network. But the update to 5.9.x has removed this button.
Another workaround is to reboot the computer which is not practical.

Also could you please try to list available access points using nmcli to verify that NM see some networks? Use "nmcli device wifi list"

I doubt there is a problem in plasma-nm, probably NetworkManager doesn't find any wireless network and thus we have nothing to show. In recent Plasma releases we also implemented automatic periodic scanning so that's why the scan button has been removed.
