The installed name of tool kconf_update conflicts with the related tool from KDE4 installations. It should be renamed to kconf_update5.
Installing the tool in libexec does not help on Windows where libexec dir is set to bin too.

The issue has been fixed at t https://build.opensuse.org/package/show/windows:mingw:win32/mingw32-kconfig and t https://build.opensuse.org/package/show/windows:mingw:win64/mingw64-kconfig

Unfortunally the patches has not been applied upstream, see https://invent.kde.org/frameworks/kconfig/-/blob/master/src/kconf_update/CMakeLists.txt

The MINGW distribution at obs provides KDE4 and KF5 releases, which requires to avoid that name slashing.
