i updated fedora 24 after seeing the updates and 20 failed to install due to broken dependencies and now i have no desktop after logging in...just black screens.

It sounds like you have a broken setup then. 
There's nothing we can do about that at a Plasma level. Sorry.

Can you get a terminal from alt+f2? 
Can you run konsole from there? What happens if you then "plasmashell" from there.

If you get any info, set the status of this bug back to be unconfirmed.

it is not the setup.  it is the updates that i installed.  on a fresh fc24 and working i did dnf update and it did the same thing.  there is an issue with the update package that will not allow the needed files to install.  so that is the base system with kde, straight from the disk and then updated and it failed.   

further i ran plasmashell and it replied count not connect to display...

It's a downstream packaging error, should be fixed by
