I have set a custom SDDM face picture for my account in /usr/share/sddm/faces and SDDM shows it as expected.

However Plasma does not: kickoff shows the generic 'user-identify' breeze icon, while the lockscreen shows yet another default breeze icon.

That is a folder only for SDDM.

To set a custom picture use accounts-manager.
