Filter Lens Blur not working with russian language as default language of interface in Krita 3.1.2 in MS Windows 7 x64. With english language working, with russian - not. Also can confirm this bug on Kubuntu 14.04 with Krita Lime 2+git20150115+r73626-51-dk~ubuntu14.04.1 .

You can change the parameters but filter do nothing while you're not changing the language of interface to english from russian. Then filter will works until you will change it back.
