in the year 2015 (Win7 KMyMoney Vers 4.7.2.)I reported at BUG-ID 355116 the same Problem.
Now 2017 at a new PC, Win10 clean install (not updated), ad KMyMoney Vers 4.8.0 (German). No way to change the separator from "," to ";"!
CSC-Assistent shows in a dropdownfield all kind of separots inkl. ";", but if i selct it, automatically switch back to ","???
So i go back to Vers. 4.6.2 it works well.

I got the same behavior in case the file does only have ',' separators. Several separators are displayed but they are not choosable. kmymoney seems to perform a file separator check and prevents to change the separator depending on the check result. 

From a gui usability aspect it probably does not make any sense to provide non selectable entries in the list, but this looks not to be a bug.

If your use case is a different one feel free to reopen this bug with a test file appended.
