When loading a project created using Kdenlive/Linux on Kdenlive/Win, the Crop, Pan and Tilt effect is lost, if it has been applied to a track (as opposed to applying it to a timeline clip).

Please try with the actual Kdenlive version 18.08.1
on Linux and Windows

This problem should now be solved with Kdenlive version 20.08.0. Please try with version 20.08.1 on Linux/Windows.
