Fedora-Testing updates provided 
kf5-gpgmepp.x86_64 16.08.3-2.fc25.1
kf5-libkleo.x86_64 16.08.3-1.fc25.1  

which break kwallet subsystem.
Starting kcmshell5 kwalletconfig5 and launching the wallet manager just gives an empty window (just decoration with empty client area). Moreover, any saved information in wallet is not accessible (e.g.. wlan passwords)
Returning to previous versions (16.08.3-2.fc25, 16.08.3-1.fc25) fixes the problem

there are more updates in testing today,
including gpgme
all updated freshly ... now working as it should.
Maybe just a timing problem in the repos?
