The minimize-all script from KWin always minimizes/restores the windows when moving the mouse along the topper screen edge.
Seems to be related to additions of code with "BorderActivate". But you can't configure the script in the "KWin scripts" KDE settings module if you want to disable that feature.

The issue was already discovered on the day of the beta release and got 
already fixed.
