I submitted pull-requests for KTorrent (port of ipfilter plugin to Qt5) and libktorrent (comprehensive overhaul of DHT) on GitHub a while ago.

I was wondering why no one would comment or reply until I realized that GitHub seems to be used only as a mirror for KTorrent/libktorrent sources (correct?).

It would be great if my contributions got reviewed and considered for merge.

Also, as I'm already developing further contributions (GUI improvement, new plugin), could you tell me how to properly commit these if not via GitHub?

You should use phabricator.kde.org. I think now github pull requests are automatically close by bot. Those are read only mirror repositories.

After 1 or 2 patches it is quite easy to get commit access.
