When opening a file via "Open with" there is a dialog asking whether to set the selected tool as default for this file type, with the option "Do not ask again".

If that option has been checked, there is no way in the UI to change the decision later.

A page in the KDevelop settings would be useful, where all the default handlers for all the known file types can be seen and edited, including whether to ask per file.
