What version of plasma / KWin are you running exactly? There has been a bug in 5.8.0 where KWin would confuse modifier states and break the Meta launcher activation but that was fixed in a later version. What do you mean by that?

A few months ago the meta key was changed from a modifier key to work as a super key, i.e. both as a modifier and as a single key, so we can finally use it to open up the application menu/dashboard.
