The updates icon states the system needs to be updated but the program to update declare it already updated. So I've to update by terminal. Kubuntu 16.10 64bit.

Can you try waiting a bit longer? This is an issue that was solved in 5.8, it says it's up to date when it should be saying "checking for updates..."
