plasma-pa does not start pulseaudio, it is started (depending on your configuration) by plasmashell with a desktop file in /etc/xdg/autostart which just executes start-pulseaudio-x11. There is no difference with other desktop environments, did you really try with other DEs? Yes. I didn't have any trouble with the mic in Unity or GNOME 3. I wanted to test with cinnamon/mate since it was easy to switch to them with the Antergos installer, but both of had strange graphical errors with my NVIDIA graphics card so I didn't use them long enough to test the mic. I tried using KDE on many different distros (kubuntu, fedora, neon, and currently antergos) and for each one, pulseaudio doesn't start correctly on boot. The effect of this is that nothing picks up audio from my webcam's mic until I restart pulseaudio. Yes, I have to restart pulseaudio because if I try to just run "pulseaudio --start", I get the following error: N: [pulseaudio] main.c: User-configured server at {96b4dc501e4113f6e74f263d0000001c}unix: /home/username/.pulse/96b4dc501e4113f6e74f263d0000001c-runtime/native, which appears to be local. Probing deeper. My temporary workaround right now is to add in the Autostart Applications "pulseaudio -k && pulseaudio --start". Seems like a strange thing to need to add, but I can't seem to figure out the right settings to set in /etc/pulse/client.conf and/or start-pulseaudio-x11 to get pulseaudio started correctly the first time. Also, I can understand if a couple distros don't get the pulseaudio settings set up correctly with KDE, but this has happened on every distro that I tried, For each one, KDE is either the default desktop environment or an official "flavor" or "spin", so I've been installing KDE directly from the install media provided by the distro.
