Specific file of which KDevelop changes Encoding after saving

1) Under 'Settings > Configure Editor... > Open/Save > General', make sure Encoding and Fallback-Encoding are UTF-8 and Encoding Detection is Universal.
2) Open attached file with Kate, file should be UTF-8.
3) Open file with KDevelop.
3) Save file with KDevelop.
4) Open file with Kate. File is now ISO-8859-15.

I'm getting the same problem with other header files, but not CPP files. Either the problem concerns only header files, or the heuristic is confused by my Doxygen comments (which I have only in headers).
