the empty user list

On Fedora 24 and 25, users are not listed in the user manager application and thus cannot be edited.

I reported this problem first at https://bugzilla.redhat.com/show_bug.cgi?id=1398704 but was ask to report this here.

Is there anything I could try or provide to help fix this issue? While not critical for me, I would like to set an avatar for myself, which I cannot at the moment. I could try to compile and bisect the user_manager myself.

dnf install accountsservice-libs fixes this for me
