The fill tool options panel will hide the "Grow selection" slider bar if set to 0%, but this is the halfway point, so should still show a bar halfway through the slider.

Replication steps:
1. Select the fill tool
2. Go to the Tool Options panel
3. Drag the "Grow selection" value up and down, noting that it shows what percentage you are currently on
4. Drag the value until it is exactly in the middle at 0%; the bar will disappear at this point

The application is likely mistakenly thinking that 0% means no bar should be shown, but for this slider that assumption would be incorrect.
