Here are the step to reproduce:
Create a new document or draw something in a document.
With the outline selection tool, try to select all of the canvas (startpoint and endpoint outside of the canvas)
Result is no selection

Now make a selection inside the canvas (it works) 
Redo the first selection (now it works)
Draw something and redo the first selection (it doesn't works)

I use krita 3.0.93 appimage.

Yes... That's how the tool works, I'm afraid. It can be changed of course, if someone has time to look into it.

Selecting the complete canvas, start and end point, using the outline tool works on 4.2.1 with no problems. This was fixed sometime ago apparently.
