The only keyboard layout installed on my system is gb (English-UK) yet Kate keeps occasionally swapping the layout to US English during editing sessions. I'm not even sure how it knows to swap the @ and " keys, but it's very annoying. 

This on an Ubuntu 14.04 system on the stock Unity desktop.
