Multi monitor screen attachment

So I my laptop screen set as the primary screen and an external screen connected in extended desktop format. 
 
The screen configuration is attached. In power management settings, I have set the monitor to be switched off after 10 minutes.

Once I wake up the screen, all the activities/panels on the monitor screen are gone. I have to restart my system to restore the activities. please let me know if there's some log files(and the locations) that would need to debug this

Correction: A logout/login restores the activities and the panels, there's no need for a full restart

Is this bug still happening on newer Plasma versions?
