This is app-office/akonadi-server-1.13.1_pre20160203-r1 on Gentoo

akonadi_googlecontacts_resource does not regard the proxy settings done in kde-base/systemsettings-4.11.22. There are [x] Use system proxy configuration and [Auto detect] did recognize http_proxy and https_proxy successfully with the right values.
