When you disable "desktop settings" checkbox in "desktop standard menu" then you can't enable it or even change your desktop settings (wallpaper) because this is the only place where you do it and it is now disabled. There is no way to change your wallpaper from systemsettings.

Reproducible: Always

Steps to Reproduce:
1. disable "desktop settings" checkbox in "desktop standard menu"
2. try to enable it
3. you can't enable it

Actual Results:  
Can't change wallpaper

Expected Results:  
There should be an option in systemsettings to change desktop wallpaper and to change settings of "desktop menu"

That's disable "configure desktop" in English locale. 

There is an alternate way to get to the desktop settings, by clicking on the toolbox (the button with 3 horizonal lines) in the corner of the desktop.

 If you've disabled both the toolbox and the context menu, then you'll just have to delete your ~/.config/plasma-org.kde.plasma.desktop-appletsrc

Toolbox also disabled. It should be possible to configure desktop from systemsettings.

You can edit ~/.config/plasma-org.kde.plasma.desktop-appletsrc and change line showToolbox=false to showToolbox=true
