That's disable "configure desktop" in English locale.
There is an alternate way to get to the desktop settings, by clicking on the toolbox (the button with 3 horizonal lines) in the corner of the desktop.
If you've disabled both the toolbox and the context menu, then you'll just have to delete your ~/.config/plasma-org.kde.plasma.desktop-appletsrc
Toolbox also disabled. It should be possible to configure desktop from systemsettings. You can edit ~/.config/plasma-org.kde.plasma.desktop-appletsrc and change line showToolbox=false to showToolbox=true |
