KDE doesn't turn-off the external HD device after the command to eject it is given.
KDE just "unmount" the device after command "eject" is given.
Must add the option "unmount and turn it off" for removable devices like external hard disks to prevent data corruption in it.
MATE and XFCE does that. The workaround I use in KDE is to install gnome-disk-utility.
