It makes no sense that the screen locking setting and the screen power saving setting are two completely unrelated things located in different sections.

Usually one wants to change both together.

I assume you mean the modules in system settings?

I've noted your opinion, so if I see lots we'll mabye do something, but it's also not a bug. 
There's some overlap between the two, but they're not the same thing.

The current KCM layout was designed in response to a user feedback survey - they're not placed randomly.
