If i have a panel on left side of the screen it will push widget settings panel to secondary screen of the right.

Reproducible: Always

Steps to Reproduce:
1. Have two-screen setup with screens placed side-by-side.
2. Create panel on the left screen, left side of screen and make it always visible
3. Create panel on the bottom of the left screen
4. Open panel settings of the bottom panel

Actual Results:
Settings panel sticks out to the screen on the right.
