I basically have to disable focus stealing preventing entirely, because it blocks even the most trivial expected-to-gain-focus scenario...

This works fine with Firefox, using it every day multiple times. Most likely a problem in Chromium by not updating the user time stamp. Chromium has a lot of X11/window manager interactions since they wrote their own toolkit.
