I don't want to see the timezone... (not my local time - think multiple clock widgets each with their own fixed timezone)

This is a regression from KDE 4.

that's actually what should happen if the local timezone is disabled, but a correlated bug, is that removing the local timezone at the moment is broken

ensure Local exists

the local time is always needed even if not disaplayed.
this patch is not ok as i don't want to instantiate a new extrz datasource, but shows the fixed problem

There can be additional option for showing or not any time zone in the settings - currently there is option for toggling displaying of local time zone only

Local timezone is no longer displayed when it's being used.
