As can be seen on the screenshot (URL) the panel lacks transparency. After a reboot, the panel is transparent again: https://openqa.opensuse.org/tests/268447#step/boot_to_desktop/9

Looks very similiar to bug 362531.

it's definitely the same, means wasn't really fixed

I did report the bug. Apparently was fixed on KF5 5.25 but the bug persist on my machine. I use KF5 5.27.0 on Chakra.
