Steps to Reproduce:
change the "Application Launcher" to "Application Dashboard"
$ kill plasmashell
$ LANG=he plasmashell --reverse (LANG HE is IMPORTENT
$ open Application dashboard and move the mouse on the menu

Confirmed. I tried adding LayoutMirroring to the dashboard once but the highlight of the category behaved weirdly then.
