Firstly, I changed the pan shortcut to spacebar and rotate canvas (left and right ) to ";" and " ' " respectively. It's my favorite preference. When I'm painting using brush tools, most of  the time the pan shortcut doesn't work after I rotate the canvas. 

Reproducible: Always

Steps to Reproduce:
1.I changed the pan shortcut to spacebar and rotate canvas (left and right ) to ";" and 
" ' " respectively.

2.painting using brush tools,

3. the pan shortcut doesn't work after I rotate the canvas. 

Actual Results:  
the pan shortcut doesn't work after I rotate the canvas. 

Expected Results:  
switching tools between hotkeys should've been easy

I can confirm this on 4.2.0, it works if I select Right mouse for pan.

No matter which mouse button + space I associate with pan in in the canvas input settings and no matter what I do with the rotate shortcuts, I don't see this happen anymore.
