While an ordinary mouse select is only able to select timeline items on unlocked tracks, Ctrl-A selects all timeline items, even those on locked tracks. While Ctrl-A thus lives up to its name, this is not the desired behavior. Instead, timeline items on locked tracks should not be selected.
